established fact that using current available technologies
and other platforms (CDs or pure online ) have failed to
effect any successful ICT in Mass Education. Yes, there are
many that proved a degree of effectiveness in localised
laboratory environments. When it comes to nationwide
implementation, not a single system in the world has bore
fruit. Most are under pressures to move on because of the
high recurring costs.
This has happened in many countries where they first used
CDs, only to be abandoned and moved on to online

out to the rural populace where Internet access can be
